cloud file size limit

I want to upload my mp4 file that was exported from premiere pro to share the file with somebody else.

The file size is less than 2GB.

Although I read that I can upload a file up to 5GB as long as I use the desktop cc app, the error pops up saying,

"your file is over maximum file size (1GB)".

Did they change the maximum file size policy?

you're using the "cloud documents" which is different from the sync'd files cloud stoarge, Cloud documents | Common questions (adobe.com)
