In my CC Desktop I have a permanent notification that I have used 126.1GB of 120GB. My acvcount says I have 20GB of cloud storage! And I have never used cloud storage. It is not causing any problems, but it is irritating!
You can try contacting Adobe Support (make sure to sign in to your Adobe account first and allow popups on your browser):

Type "Agent" in the chat box to bypass the chatbot and be connected to a person.

Turn off syncing.

Then delete files:

Syncing is off and the "deleted" folder is empty. I found 1 picture in a library, which I have deleted. Every other folder I can find is empty (including sync folder). I still have the same notification. Do you have any other ideas?

I allowed popups and copied the link, but nothing happens - no chat window

To be more precise a Welcome to Adobe customer support window opens, but no chat window opens

I also follwed your phone link, which led to a page with a link "chat with an agent" - Aha I thought, but clicking led to the Welcome to Adobe customer.blah blah.... but no chat!

A common explanation for this is files stored in one of these locations
lightroom.adobe.com/
https://acrobat.adobe.com/link/home/
Sometimes users will have a lot of files at one of those locations and don't realize it.
If you're not able to contact Adobe support via https://helpx.adobe.com/contact.html?rghtup=autoOpen
it is typically due to security settings on your device or browser, you might test these

The files I found when I went to " lightroom.adobe.com" ... Where did those come from? Meaning, if I delete them from this location, there are still within my photos on my harddrive, right?
