Creative Cloud Libraries - Unable to connect to server

Mine libraries on desktop PC do not sync with my laptop. On the desktop there is a Libraries sync error. Tried to follow troubleshooting but for each step I have to download and install the latest Creative Cloud Libraries manually (link below). The download link does not work. I'm stuck and can't work normally. Using this professionally - time is money. Why can this even happen? Why do I need to invest my time to search for non-working solutions?
