I have a user that has creative cloud installed and would like to use photoshop. When they open creative cloud the apps tab just spins. At some point it will say that it failed to load and you can click on relaunch and it does the same thing. I have tried completely removing creative cloud and reinstalling it and I still see the same issue. Any help would be much appreciated.

Try uninstalling and reinstalling the CC App:

I did this twice and followed instructions to delete the OOBE folder if it still existed after the uninstall. I am still seeing the same issue.
