Creative cloud without downloading

Is it possible to use Adobe apps on Creative Cloud without downloading the apps? Am I able to work on things in multiple computers without installing the apps on those computers and just work and save to Cloud and download when I get home to my personal computer?

no.  the cloud part of the name may be misleading.

there are some adobe services (eg involving pdf documents) that can be done online.  but most with most adobe apps like photoshop, illustrator, premiere, animate etc, almost nothing cannot be done online except save files.

the cloud part of adobe's subscription services can be used to save work one computer and have it quickly available on all your computers.  but opening and editing those work files will require the installation adobe's apps on all your computers that you want to use for opening and editing.
