Delete Creative Clouds files locally while still keeping them in the cloud?

How do I delete the local files without losing cloud files?

You don't.  Cloud storage is NOT a replacement for ample primary hard disk space. Your local CC Files folder is synced to Creative Cloud storage for collaboration and sharing with other devices.  Also be sure to maintain dedicated backups on DropBox or other cloud backup servers in case you ever need to recover them.
