Failed "Permanently delete" file

My storage was full and, my file cannot be permanently deleted. it always appears "Cannot delete assets permanently because someone has restored them", why did it happen? Is thare another way to delete my file permanently?

i think this is an adobe issue.  i've seen other users mentioning the same issue.
