Is there any way to publish HTML5 web banners from Google Web Designer onto Adobe Portfolio?

No, I'm afraid not.

 

In way of explanation, you would need access to server files and source code to add Google HTML5 animated banners to web pages.  Adobe Portfolio is a closed CMS which means you cannot access code (HTML, CSS & JavaScript) or server files.  In fact, most DIY site builders limit access this way to ensure everyone's site remains stable and secure.

 

That said, the Embed Module allows you to use an <iframe> to bring content from approved sites into Portfoli
