If I cancel my subscription to the Photography plan, will my Adobe Portfolio Projects get deleted or only disabled? I heard it gets disabled, but I wanna make sure I won't lose my projects.

Without an account, eventually your site will disappear from public view and your assets will be lost.

If this site is important to you, you should switch to WordPress or some other online site builder before you cancel your Adobe plan.
