Kill any running Creative Cloud Library process by using the Task Manager on Windows or Activity Monitor on macOS.
Note that the name of the process is "CCLibrary (32/64 bit)".

In desktop app as well in web app of creative cloud I cannot display nor sync my files, I was using Adobe XD as latest, app is up to date, I tried restarting computer, different browsers, different wifis, nothing helped. Please what can I do?

Thank you for the information. We would recommend you uninstall and reinstall the Creative Cloud Application then check if this resolves the issue. Please follow the article link below and perform the steps from Solution 2.
Kill any running Creative Cloud Library process by using the Task Manager on Windows or Activity Monitor on macOS.

Quit any running Adobe applications.
Use the Creative Cloud Cleaner Tool to clean the Creative Cloud Library.
