I recently signed up for a trail subscription to Adobe Acobat DC, but I haven't been able to figure out a way of properly sizing a PDF photo image into the text of a standard, two-column manuscript. Please suggest the steps I should follow.

I think you've got the wrong product.
Use Photoshop to edit images.
Use InDesign for the manuscript.

Above all do NOT use Acrobat to make or layout documents. Worst possible choice. Use any other app.
