Library links not working for some users

all of the work we do contains large amount of linked assets in the CC library. all of our users are loged in to their accounts and are using up to date software.

Some of the users are finding that some of the assets can not be found when they open a file and they are asked if they want to replace or ignore the assets.

this is a major problem for us. does anyone have any ideas?

as i said all updates have been made.
