Plan Upgrade not available

I have an upgrade offer but when I click on it, it says not availble. I want to either upgrade or terminate my current plan and do a different one. Is it just me or is Adobe very difficult?

it's not necessarily you, but probably the offer fine print.  eg, is it restricted to first time subscribers?
