Since Adobe dropped storage functionality (the only one I decided to pay for my work on Adobe Rush BTW) I am stuck in an error space-time where the Cloud icon still shows me that I occupy over 28GB of data but still I am unable to download/sync any of my projects previously saved in that storage on any of my devices (macOS, iOS, Windows).
On iPhone, I have a warning icon saying that (according to Rush) I don't have an Internet connection, and selecting Delete everywhere on a cloud-synced project results in the "Unable to delete project. There may be a problem with your connection or the server may be undergoing maintenance" error.
On macOS, I am able to select Delete everywhere but then a project icon is only greyed out and nothing happens.
I tried to get some help how to fix this in the Creative Cloud chat but of course I ended up spinning in circles with their (not-very-)brilliant chat bot...

use a web browser to navigate to the following locations. at each location there are several folders/link to check.:
https://documentcloud.adobe.com
if you delete anything from any of these locations, check for a deleted folder where your file(s) was (were) moved. if you want to clear space you must delete files in the deleted folder. the used storage shown at each of those four sites (when totaled), should match the space shown used by your cc files.
