All my apps say I don't have Creative Cloud installed CC 2018

All my apps say I don't have Creative Cloud Installed, but it is (CC 2018) so I can't access LibrariesScreenshot (2).png

I have tried uninstalling and re-installing, still shows that I have no CC app.
