Can anyone recommend an app/program/specialist for animated infographics? The Bauhaus animation on https://99designs.com/blog/video-animation/animated-infographics/ is the sort of thing I am after. TIA, Glenn.

Most animated infographics begin life in Adobe Illustrator.  The vector graphics are then exported to SVG.  And then the SVG code is edited in Dreamweaver or similar code editor to add interactive Javascript and CSS animations.

 

Your example is video, not animated SVG.   Use Illustrator for graphics, add animation with After Effects.  Use Media Encoder to render MP4 video.
