App to create shareable image library?

Our Marketing Services team wants to create a library of image assets and share specific collections of images with the rest of the Marketing Department. We want to allow viewing and downloading of images, but disable renaming, deleting, moving, and other management functions from these users. In addition, it would be fantastic if this library had web-based access, and if it would allow multiple groups with access to a variety of collections. We would like to extend the viewing and downloading to our dealer network as well. Neither group has Adobe CC licenses.

Is there an Adobe Creative Cloud app to accomplish this? Or is there something outside of Adobe products that would work instead?

You can use the Send Link feature from the Creative Cloud Assets site at https://assets.adobe.com. This allows you to give read-only views of individual files and of entire folders.
