CC Library Upload Bandwidth Hog

Besides setting upload/download speeds to 25%, is there anything else that can be done to limit CC Libraries using up a whole network's bandwidth?

We have 11 people in our office of 30 using Adobe CC. If someone goes to upload new files to a CC Library it kills bandwidth on all other computers in the office. We've tried setting speeds to 25% in the CC app already and that doesn't seem to have any effect.

Is there anything else we can try?

Does CCLibrary continue to use up bandwidth after the trial period is over.??

This is the only way I can find a way to ask a question.

Can CCLibrary be turned off other than stop it in Activity Monitor.????
