Creative cloud not syncing

Hi

I recently installed CC on my new laptop and everything synced fine, but after a few weeks it then stopped syncing and is stuck on "synced files: 1 of 1318 files"

I have tried pausing & resuming sync, quitting and reopening CC, restarting my PC, doing a system restore on my PC, uninstalling and reinstalling CC, quitting CC and then deleting the .db files then reopening, repairing the program via windows installer, and signing out and back into CC. Nothing works, it appears to just be stuck and now isn't syncing at all. Help.
