Error sharing files by email

So we have a large group of folders whose users had access. Two of them, are no longer shared. When I try to share them by email to edit, I get "There was an error sending the invite. Please try again."  First, I do not know how the became unshared. I think one user moved their location folder, but I corrected by uninstalling and reinstalling Creative Cloud.  Please help if anyone has any ideas!

I should have mentioned we use Creative Cloud for teams. Is Adobe moving things? I saw that the Libraries are supposed to be moving.
