Font, cloud storage, preferences sync problems

My current version:

Hello, I am hoping to find some help on this issue.
None of the things listed in the title work. Fonts are not active, shows a loading symbol forever. Cloud storage is offline, preference sync in AE is grayed out.

I've tried many of the troubleshooting steps from Adobe help pages.

  • reinstalled CC desktop app
  • deleted contents of OOBE folder
  • logged out, logged in

I am not sure how to check my firewall settings for the specific domains, but I haven't changed anything myself since this started happening. I think it might have been a windows update. (I am on version 1903 now). This has been happening for a week or so. CC apps update fine though.

Also, whenever I quit CC desktop app, it warns me there're active installs or updates (even though there are none that I am aware of).
All of this works fine on my second windows machine.

I would very much appreciete some assitance in troubleshooting this, as it is becoming very frustrating and dissapointing.
