I truly appreciate your assistance. I have answered the questions below:
A few questions to help me understand better.
- What desktop product are you trying to get it to work in with the
exclamation point, Photoshop, Illustrator, etc. Photoshop
- Could you test the Library panel in some other apps too and see if it
occurs there too?* It also occurs in InDesign and Illustrator*
- Has it ever worked it? Yes
- If you go the help menu within the product does it show you are signed
in with your Adobe ID? Yes
- Do you use any anti-virus or firewall software on the system? No
- Are you on Windows or Mac and what version? Mac

Thanks for the info,
Could you try going through the solutions here one by one?
Solution to the issue: Adobe Creative Cloud Libraries panel doesn't load in desktop products
For the first solution I would be curious if the CCXProcess is listed as running in Activity Monitor
Let me know if you have questions or get stuck.
Best,
- Dave
