I'm trying to figure out how a webpage like this one Artsy made for there 2014 annual review can be made? 

 

Was this done in an Adobe program? I know Spark had a GlideShow option but it's really limited.

Dreameaver CC is Adobe's flagship code editor and website management tool.  There's no limit to what you can create in Dreamweaver providing you have the requisite skills and know-how. The rest is open source and framework driven with HTML5, CSS, Ezel.js, Node, React, Express and Browserify among others.
