Hi

I have two hard drives, SSD and HDD.
I keep my working files in SSD, and I archive my old work files and photos to the HDD.

How can I sync the files from the both drives with Creative Cloud?

Greetings

It's not possible like that. Creative cloud synchronises only one root directory to the cloud.

Why would you like to sync both when one is a backup of the other?
