How do you share assets that are stored in the cloud?

Can I share access to files stored in my Adobe clouds account? For example, if I upload a video file can a colleague (non AdobeCC account holder) access it and download it?

Thanks for the guidance above.

Now that I'm up and running sharing stuff, I've found a problem with sharing content (video links) with iPhone users.

The image below is a screenshot from an iPhone trying to watch a link I've sent from Creative Cloud. A link I know to be working as it plays back fine on desktop and on Android (OnePlus 6 smartphone) but doesn't playback on various iPhone models (5, 7, 7+ and 8 have been tested)
