offline adobe fonts question

Hi , 

Because I found information as link:https://helpx.adobe.com/creative-cloud/help/add-fonts.html?fbclid=IwAR3MPWIy0J_xh7cuEVnFJLnEwoijQmG2... , it found information as below.

If you launch the Creative Cloud desktop app while offline, fonts won't display in the font lists of your apps. However, if you go offline while the Creative Cloud desktop app is running, activated fonts will still be listed and available to use. 

But when I try it , it fail to work while the internet is not accessable, what does it mean at the previous descibe.Thanks a lot.
