My coworker and I are part of a Creative Cloud team where we have our own accounts, and I am admin. We are constantly working on the same files from start to edit to finish. At times one of us will publish something online but the other will need to make an edit to it. Is there a way that we can share publish online links/accessibility so that when the other is making edits they can update the current Publish Online link and not have to create a brand new one?

You should be able to achieve this using the collaboration feature for Creative Cloud assets it allows you sync the same files between multiple computers. Here are some resources with more info about how collaboration works.

Collaboration is explained at around 4:50
You'd just want to save whatever project files you're using to publish from in the collaborated folder and have file sync turned on. The only precaution would be to work out some kind of communication process to prevent you both from editing the same files at the same time, as you could lose data if you did. Currently there isn't any way to lock files is use by a specific user.
