"Installation file is damaged" Certificate issue??

Adobe AIR apps (embedded runtime) with Animate: 

I so seldom install a new certificate that I forget what I did before.  I now have the Mac Catalina problem that seems to be so common.  I have tried the readily available code additions, but I am getting nowhere.  My research indicates that the most likely issue is with the Code Signing certificate.  In trying to recall the steps I ran across the following and cannot remember how I used it. The error might be related to macOS's Gatekeeper security feature.

 

Try the following below:

  1. Open Applications > Utilities > Terminal.

  2. Enter the following command in the Terminal, followed by your admin password when prompted:

    sudo spctl --master-disable

  3. Go to your Mac's System Preferences > Security & Privacy.

  4. Click on the padlock icon in the bottom-left and enter your admin password.
    Select Anywhere under Allow apps downloaded from:.

  5. Close the System Preferences window and run the Installer again. At the beginning of the installation process, you will receive the "expired certificate" warning message. Click Continue to proceed.

  6. Once the installation is complete, go back to the Terminal utility and enter the following command, followed by your admin password when prompted:

    sudo spctl --master-enable

  7. Quit the Terminal. Your program is now installed and your macOS security settings are restored back to their default state.
