Sync Setting will not Upload/Download Prem CC17

I've just updated to Premier cc17 and I've tried to sync my workspaces and preferences from my creative cloud account without any success. I still have Prem CC15.5 installed and trying to upload the preferences from that to the cloud however when trying to download to CC17 I get old settings

The settings generally get moved automatically when you install the latest version

This document should describe how the sync settings feature works for Premiere Pro
Sync settings with Adobe Creative Cloud

If you were unable to sync them, I think migrating or copying them manually between versions in the other alternative


See the Migrate settings section in the bottom of that same document if needed
