I keep getting an Alert, Unable to Create Creative Cloud File Folder. I get the options to Turn file Sync off, Retry, Restore.
Nothing works Except Turn file sync off. I reinstalled everything. Deleted opm.db as recommended by others.
Try to uninstall and reinstall but I can not uninstall -- a creative cloud application is using it (even though I uninstalled everything).
I even tried safe mode.
Problem seem to have started when I signed out and signed in with a different account. I am at my wits end. Please help.

follow this suggestion:
Crash every minute or so after automatic update to 2.1.0.108 - Adobe Core Sync
Works to me! So logout from Creative Cloud (not only quit the app) before proceed!
