Adobe Digital Editions on new desktop won't allow me to transfer ebook to Kobo. What do I o?

I recently transferred Adobe Digital Editions 4.0 to a new desktop with Windows 7 Pro.  When I tried to transfer to my Kobo it would not allow me to copy.  How do I get authorization to allow the transfer?
