CE Copy Not Allowed No permission to copy

I have a kobo glo. Ii have a laptop with overdrive and adobe digital editions to download library books. I go to the library website, download the book. I connect the ereader to the laptop. It shows up on the ADE bookshelf. I connect the ereader to the laptop. When I drag it to the ereader it looks good until it is done and then I get the CE Copy Not Allowed No permission to copy message. Why? I have deauthorized and reauthorized the kobo.

For error : ce_copy_not_allowed

Please check the following:

1. Open the file in Adobe Digital Editions.

2. Go to File -> Item Info

Check under permissions, Viewing permission

If it is set to single device, then copying of book to other device is not allowed.

These permissions are set by your library.
