Error getting License License Server Communication problem with Adobe Digital

After downloading the ACSM file from my library I click on it and get "Error getting License License Server Communication  Problem: E_STREAM_ERROR:

I also tried to install Adobe Digital 4.5 and get a install error after I updated .net

Does anyone have a fix?
