Error Message when trying to move book to Kobo

New Here ,

I am using Adobe Digital Editions 4. and I am able to download a book from the public library to my tablet and I am able to get the book onto digital editions but when I try to drag the book onto my Kobo reader I get the following error message.

Following item can not be copied to device. Copy not allowed-No permission to copy this book.
