Fulfill 2004 error message

HHaving problems in Overdrive.  When I try to download a book from my library to my iPod I am getting the error message Fulfill 2004, this license has already been filled by another user.

Any solutions?

Have you open the eBook in Digital Edition before move to the reader?

‌yes I have opened ADE but the book wants to open in my browser, but then doesn't. I have managed to open new books from the library, it just won't open existing loans.

Try this:
Open Digital Edition.
Go to File > Add to Library.

Choose the eBook file.
