Need help editing older file

The screen shot shows how the file is sectioned and that is the only thing I can move.  Has anyone encountered this?  The file was created in 2006 as far as I know.

Digital Edition is a Problem for display eBook. You can nothing edit with the program. Sure that you used the right forum?
