Older an newer purchases do not sync in the same Library

E_LIC_ALREADY_FULFILLED_BY_ANOTHER_USER

although there is one user  

 

New purchses when downloaded on the Mac, appeared in Library but not the old ones. In the iPhine and iPad, only the older purchaes appear.
