On the Help Menu selecting "Authorize Computer" does not work. Nothing happens

I am trying to setup my Kobo H2O. I have installed Adobe Digital Editions (ADE) as directed.

Trying to follow these steps;

1.Launch ADE on your PC or Mac. I have a PC

2.From the Help menu, click

Authorize Computer

.

A Computer Authorization window will appear. This window does not appear. I have no idea what to do to make it work.
