Printing passport photos in Photoshop Elements 11.

I want to print a set of 8 passport photos on a single sheet of A4 paper. I have already sized it as 3.5cm x 4.5cm and I am having problems using Adobe Photoshop Elements 11 in Editor mode.

Does anyone know how to do this?
