Rendering and blurry video screen for Premier Elements 13

Hello group, I'm the new guy.

I have two questions.  My first question is, do I render in the timeline and if so is the rendering done before editing or after editing?

Second question.  The video screen above the timeline is always somewhat blurry.  Because of its blurriness I cannot tell if my focus on my camera is proper or not.  Is there a way to clean up the video screen from being blurry so that I can tell whether or not my focus is proper?

Lol funny questions because I just asked that very same question. I'm also the new guy. Hope someone helps you because it will help me.

Anyways I have the same problem. Seems like when I render the videos quality becomes poor and it doesn't look as smooth as before I rendered. Some of the videos become distorted or dimmed or I just get a black screen. I'm also wondering if you can over render?
