Unable to Erase Authorization

I am trying to move downloaded library ebooks onto my Kobo.  When I attempt to open them in ADE 4.5, I receive this error:

Error getting License. License Server Communication Problem:

E_ACT_NOT_READY

Researching this error tells me that I should try to erase authorization and then re-authorize.  I've even updated my password recently to ensure I'm using the correct one.  However, when I click "erase authorization" and go through the prompts, I get this error:

Unable to Erase Authorization.  Please try after some time.

Steps I've tried so far - uninstalling and reinstalling ADE 4.5 (I've done this 3 times), changing my Adobe account password (I've done this once), attempting to Erase Authorization (I've done this probably 15 times over the course of two days).

Can someone help?!
