Digital Editions 4.5 next page/arrow keys don't work

Hi,

I just put ADE 4.5 on a Win 10 Surface Book pro. With Keyboard attached the arrow down/next page function does not work just like folks were complaining about in 2008.  Digital Editions 1.5 arrow keys

Are there any suggestions?
