Digital Editions freezes when I try to download it

How do I get Digital Editions to download - I've been trying for days and it freezes.  I need this to download books from the library to my Kobo.  Can anyone Help?? Thank you

There is no error message, it just freezes

I was trying to download the latest version

I could not find a link to download the older Digital Editions 3
