I can't use any adobe applications

Hello I have a serious problem for years I have my AdobeID account it has always worked for me wonderfully but one day I stopped working all the applications, I cannot change my plan on the adobe page, it says that I am not connected to the internet which if I am connected to the internet, in the creative cloud application it does not synchronize the files but it does let me update the applications. I enter the adobe help section, I follow the steps to verify that I have a connection to the adobe servers and an error message appears (ip blacklist). I do not know what that means, I have done everything to try to solve the problem, I am desperate, I need help, thank you very much if you can help me.
