Some books don't scroll using mouse wheel

I've noticed a few books I open don't let me scroll using the mouse wheel. I usually read with double page view, but these books take up the entire width, and the only way to turn the page is using the scroll bar at the bottom, which gets annoying quick. Any way to fix this?

I'm having the same problem, and it's really disheartening to see it was reported 3 years ago and never solved.
