Unable to Download : E_ACT_NOT_READY

I keep receiving this following message when I try to download a book from my library. Unable to download, error getting License. License server communication problem: E_ACT_NOT_READY.

I am aware that multiple people have had this issue and the following was suggested:

De-authorize your Adobe ID and re-authorize.

however, of course, when It ry to de-authorize my computer says: unable to erase authorization; try again after some time. I then tried uninstalling and reinstalling to no avail.

This was working a few weeks ago and now....

I'm extremely frustrated, as I imagine many of you are as well. Why is this the only option out there to download library books? It's insane! This is supposed to be an easy way to be able to read and relax. Needless to say I have now spent hours on this issue and feel the furthest from relaxed as one can feel.
