Unable to download, E_GOOGLE_DEVICE_LIMIT_REACHED

I am unable to download a book from google play. I can download the acsm file but when I try opening it in adbove digital editions I get the following error:

"Unable to download.

Error getting license. license server communication problem:

E_GOOGLE_DEVICE_LIMIT_REACHED"

I am able to download some other books so it is not a general problem with my computer or device. It seems to be related specifically to some books which I am trying to download. I was unable to find a way of contacting google play directly and cannot find a "create discussion" button on the google forum.
