Adobe Dimension won't open but gives error

Hi,

I am getting this window when I try to open Adobe Dimension on my computer. 

I have used it before many times not sure what's the problem.

I wanted to uninstall it but Adobe says it cannot because it's running.
I checked in Windows task manager and it doesn't show there.

How can this be solved?
