Decal being cropped by parts of object

Hi all,

I am trying to place a decal on this bottle, overlapping the gold ribbon. For some reason it seems to "slip" into the ribbon, rather than overlapping it. The outlines of the ribbon seem to crop the decal whenever I drag it over:

Does anyone know how to get around this? I have attached the file for reference

a decal wraps as the UV tells it too... export the UV to Photoshop and place your label there is what I would do but you can also make a new model part
