Hi, how can I cancel a plan associated with another account which I no longer have the access to the email address and the sign-in process requires a verification code.(also I don't have a phone number with that account.)

Standard (retail) license? If it was someone else's plan (for example, a staff member who has now left), Adobe will only talk to the original person. A company has no rights over any account for any other person, even if their credit card is registered to that account. Essentially, it's a nice gift for the departing person. You can try to cancel the card payments with your provider, and someone (not clear who) is responsible for the cancellation fee.
Team or enterprise license? Use the Admin console to reclaim the license. You can cancel it at renewal time, or reassign it.
